Deleting an app is an action, so asking for a rating at that time is no problem; it's just adding another step to the process. On the other hand, Keeping is not an action. You'd have to ask for a rating when Launching or Quitting or Using the app. All of those would be an interrupting whatever task the user was trying to accomplish. The ratings are only counted to the combined stars of the app and not show as a review without content. However, I'm disappointed that you don't get a reminder after a week to rate the apps you are keeping. I really like that feature.
